[BUG] License field autocomplete defaults to first match

This bug affects the license autocomplete field, but only when you access it while in edit mode on a README.md file, and not when creating a new artifact.

If you enter cc for example in that field while editing the card, the selection is immediately the cc entry, i.e. the Creative Commons License Family.

Normal behavior should be what happens when creating a new dataset or model, and just restrict the license selection to everything that begins with cc.

(I only tested this on the latest chrome on ubuntu)
