Add an ability to enable/disable "Recycle Bin" access separately to content start nodes

Here is the situation: I have root node A. I have user group A-group that has access only to content start node A. Users with the A-group have access only to A node, but not to recycle bin. I need to provide access to particular start nodes and to recycle bin, but recycle bin is available only if "Allow access to all documents" is enabled.

Can we add an additional toggle to enable or disable access to the recycle bin independently of the user start nodes?
