Organization-Level Users & Members for Multi-Site Permissions

Having the ability to define and manage organization-level users/members would be a game-changer for multi-site environments. This feature could streamline permissions management across multiple sites.

Problem Statement
In a multi-region website within a single Umbraco solution, all members and users are added globally. Assigning Administrator permissions to a user for one region inadvertently allows them to view users and members from other regions, which is not desired. Users should only have visibility within their region.

Possible way around: We can introduce a new layer called "Organization" as a wrapper for users and members. This layer would enable region-specific configurations and permissions, restricting access to only relevant users and members. Additionally, this approach prepares the groundwork for transitioning to the DxP.
