Search bar should show something/anything to indicate it's working

The "local search" chunk for our site is ~20 MB. The first time you use the search bar, the chunk is downloaded, which will take a little while, but the UI doesn't show any indication that anything is happening (no message, no spinner, no loading indicator, etc). Since no search results are appearing either, it gives the indication that the UI is frozen or broken.

Describe the solution you'd like

There should be something to indicate that the UI is loading search results. Maybe an animated spinner inside the search bar somewhere?
