CSS: Use new URL() instead of import?

Bundling CSS: Is there a way to use new URL() so that it has exactly the same effect as import?

import './style.css'; // current
new URL('./style.css', import.meta.url); // wish

(My setup: “Vanilla” + “TypeScript”)
