This is inferred from https://github.com/oxc-project/oxc/blob/main/.node-version. I don't recommend volta, people use https://github.com/Schniz/fnm a lot more and I haven't switched to it yet. |

Add NodeJS installation instructions and minimum version to development guide.
I'm unsure what version of NodeJS we actually require, but latest LTS (v22.14.0) seems like a reasonable choice.
