fix(json-schema-5-samples): fix example for time string (#10420)

At the moment, Swagger UI doesn't produce a correct Example Value with OpenAPI 3.0.1 definition for a string property with time format.

Description

This PR will add the missing type, format combination to produce a better example.

Motivation and Context

Fixes #10420
